Cyprus prepares largest tourism project in years, with completion targeted for 2029
The Rocks is an ambitious development in the Governor's Beach area east of Limassol. Spanning 34,700 square metres, the scheme will comprise a luxury hotel with 126 rooms, 26 villas, 73 apartments and a beach club. The hotel will feature a 900-square-metre spa centre and six restaurants. The villas will range from 80 to 220 square metres, offering one to three-bedroom luxury units with direct beach access.
The project has completed its environmental impact assessment and is now open for public consultation until 3 July 2026. The investor is DRL5COMOS Properties Ltd. One notable constraint: the site lies 3.6 kilometres from the Evangelos Florakis naval base, meaning the defence ministry's position remains undisclosed.
If approved, this will rank among the largest investments along the coastline between Limassol and Zygi. The modern resort complex will replace the current Kalymnos taverna and beach bar.
