Professor Michael Janoscia sees this as a crisis of the whole. As part of the PREFIGURE project, researchers examined 16 initiatives, from cooperatives in Karlsruhe to renovating 40 vacant homes in Thessaloniki for vulnerable groups.

The organizers note that joint programs give the best result. Greek authorities are already renovating homes with improved energy efficiency to reduce the burden on the budget and the health of families.
