Portugal faces exodus as bureaucratic hurdles drive migrants to Spain
Portugal is losing immigrants due to bureaucratic obstacles. Since 2024, the outflow has accelerated sharply, particularly among Brazilians—historically the country's largest immigrant community.
The reasons are straightforward: a housing crisis, low wages, and crucially, a nightmare of paperwork. AIMA, the immigration agency, is struggling to process residence permit renewals. The result: thousands of qualified professionals who have lived in Portugal for over a decade are simply leaving.
Where to? Spain. The country offers a minimum wage of €1,221 and employers are actively recruiting talent. On digital platforms frequented by migrants, questions about Portugal have given way to enquiries about relocating to Madrid and Barcelona.
The consequences are already visible. Lisbon has lost approximately 1,000 foreign taxi drivers from official platforms over the past year. Care homes and hotels are reporting severe staff shortages. This is not merely brain drain—it is a blow to the economy.
