Portuguese eco-resort project frozen as authorities tighten planning rules

Vale Paraiso Eco-Resort, a 53-hectare development on the Castelo do Bode reservoir, has stalled after attracting millions of euros from foreign investors.

Conceived in 2004 but developed seriously from 2015 onwards, the project promised 190 apartments and villas in eco-style, a marina, sports clubs and even a school. Professional 3D renderings and marketing videos persuaded numerous foreign buyers to reserve units with substantial non-refundable deposits.

The obstacle: a new territorial management plan (Plano de Ordenamento) will prohibit large-scale tourist complexes along the entire reservoir. Portugal has decided to protect the area as a national asset rather than develop it into a resort destination. The project is now frozen, leaving investors to pursue their claims through the courts.

The case serves as a reminder that polished presentations and promises offer no guarantee. Before purchasing property abroad, investors must scrutinise not only the project itself but also local authorities' development plans for the region.
