Cyprus halts revocation of simplified-scheme building permits pending full review

Cyprus's Technical Chamber has demanded a halt to certificate revocations until a comprehensive audit is completed. The underlying issue: certain local authorities failed to conduct mandatory checks on submitted applications for regulatory compliance. This resulted in permits being issued with significant deviations—including, for example, inadequate parking provision or substandard residential amenities.

New procedures are now in place. Should deviations be identified in an already-issued permit, construction will be suspended but the permit itself will not be revoked. Applicants who have already paid fees for resubmission will receive refunds. A technical committee has been established to review contested applications before permit issuance, thereby preventing further disorder.

The Technical Chamber has also proposed systemic improvements: permitting the reclassification of incomplete applications rather than outright rejection, and enabling amendments to be submitted through the same simplified procedure.

For investors, this represents positive news: the process will become more transparent and predictable.
