30,000 cases remain stuck in Portuguese immigration system

Portugal has nearly completed processing one million migrant regularisation cases, but the final stretch is proving protracted. The specialist agency AIMA, established in mid-2024, was tasked with clearing the backlog inherited from the previous administration. Some 30,000 unresolved cases now remain.

According to Rui Armindo Freitas, assistant state secretary for immigration, these are the most complex files. They either require additional document analysis or contact with applicants themselves. Although AIMA's official mandate ended on 31 December 2025, the Porto office remains open to provide assistance.

For investors and those planning to relocate to Portugal: the system is functioning, but more slowly than desired. If you are considering Portuguese residency through investment or employment, prepare for a protracted bureaucratic process.
